Institutional Changes for Agricultural and Rural Development in the CEEC and CIS Region AgEcon

The paper emphasizes the importance of embedded institutions for the transformation of the agricultural sector and rural economies in the transition countries and identifies and analyses institutional aspects regarding agriculture and rural development common to the transition countries. It focuses on the institutional dimension of reform policies, i.e. on the political economy aspects of the transition process that were decisive for the success or failure of the reforms. Measuring the Success of Agricultural Transition: An Application to Russia AgEcon

The paper presents a model of the agro-food system in a transition economy, which shows how the move from a planned to a market economy affects the production and consumption of goods and economic welfare. The model is then used to identify two complementary approaches for measuring the success of agricultural transition, where success is defined as increasing consumer welfare. The first approach is to identify and measure quantitative indicators of economic gain. The second is to identify the policies that would lead to greater welfare, and then measure the extent to which these policies have been implemented. Structural Reforms and Agricultural Export Performance: An Empirical Analysis AgEcon

This study empirically investigates the effects of structural reforms on bilateral trade flows of agricultural products. Specifically, the study jointly analyzes the impacts of three different reforms including financial reform, trade reform, and agricultural reform on agricultural trade. The results suggest that less restrictive credit constraints, reduced tariff rates, and less government interventions are likely to generate increase in total agricultural exports. The evidence further indicates that the impacts of the reforms vary considerably across less aggregated products as well as across reform forms. The Dynamics of Agricultural Productivity and Industrial Transformation in Transition Countries AgEcon

Relying on the frontier production approach, we investigated the performance of the agricultural sector in 28 transition countries and its changes over time, especially focusing on the dynamics of productivity changes and the effects of reform policy. Our findings are: (i) Asian and CEE transition countries performed better than CIS countries, while the performance improvement of CEE countries seems to be more prominent compared to that of Asian and CIS countries; (ii) The productivity growth is mainly attributable to the technical progress, particularly in CEE countries; (iii) Reform policy and industrial transformation seems to have positive effects on the performance of agricultural sector and its changes; (iv) The initial conditions do matter.

The Dynamics of Productivity Changes in Agricultural Sector of Transition Countries AgEcon

Relying on frontier production approach (e.g., Luenberger's shortage function), we investigated the performance of agricultural sector in transition countries and its changes over time, especially focusing on the dynamics of productivity changes. We found that; (i) CEE countries have improved their performance during the sample period whereas CIS have not; (ii) productivity changes in the last decade was attributable to the technical progress; (iii) overall performance was decelerated for the second 5-year sub-period (1997-2001) in both regions; (iv) agricultural reform has positive effects on the productivity and its components especially in CEE countries.

The Swedish 1990 Agricultural Reform - Adjustments of the Use of Land AgEcon

This paper provides an empirical analysis of adjustments of land use as a result of the conversion programme in the Swedish agricultural reform of 1990. The determinants of farmers' choice to voluntarily convert arable land to other uses and the share of land converted are analysed with the Heckman selection model. The results suggest that the decision to convert is significantly affected by a farmer's age, the size and location of the farm, the type of farming, and the macroeconomic situation in the region. Farm operators on farms highly specialised in grazing livestock and farmers on large farms were found to be more prone to convert.
